The Blood Supply System in Romania includes the Blood Establishments (BEs), coordinated by the National Institute of Blood Transfusion and the HBBs ( mandatory units in all hospitals where transfusion therapy is in use).
National Institute of Blood Transfusion: a public civil institution, under the Ministry of Health; its main role is to coordinate the 41 civil BEs. It does not perform donor related activities and or other BE specific activities. It has a reference laboratory for TTI ( ensuring the confirmatory testing for all 42 BEs), a reference laboratory for IH ( currently not active), a laboratory for the quality control of BCs produced by the BEs. It is a legal entity.
BEs: currently, 41 public civil BEs ( 1/ county + 1 in Bucharest- Ilfov), under the Ministry of Health + 1 BE public military ( under the Ministry of Defense). BEs distribute BCs to HBBs. All 42 BEs are legal entities.
HBBs: they are structural units in hospitals ( public + private) performing activities in accordance with HBB definition in Directive 98/2002.
